Foreign Manufacturers Certification Scheme (FMCS) Consulting for BIS

Bureau of Indian Standard or BIS is a standards body of India that works under the Ministry of Consumer Affairs, Food & Public Distribution, Indian Government. BIS also issues ISI Mark, a product quality certification mark for approximately 150 products sold in the country. It provides a lot of services and one of them is a product certification scheme prevailing for Foreign Manufacturers. This scheme also referred to as, the Foreign Manufacturers Certification Scheme, came into existence in 2000.

FMSC Scheme- Some Facts

Foreign Manufacturers who manufacture some of the products that have found a place in the list get ISI Certificate acknowledgment for using Stand Mark on products that are at par with pre-decided Indian Standard. The FMCS Scheme applies to all products with IT and Electronic goods as an exception notified by Deity. The Foreign Manufacturers Certification Department provides the Certificate. All those products that meet the Indian Standard requirements gets the Certificate under mandatory or voluntary certification. The product that is produced or manufactured and tested as per Indian Standard is issued the ISI Certificate. This Standard Mark is then applicable to that product

FMCS Scheme-Who Can Apply?

Companies that are located outside India can apply for the FMCS Scheme. When applying for ISI Certificate, certain factors need to be taken into consideration by the manufacturers.

  • Ensuring all products classified under specifications of Indian Standard.
  • Manufacturing facilities should be available at the factory premises.
  • Product testing must be done as per ISS or Indian Standards Specification. Arrangements must be made for the same at the factory premises.
  • The manufacturer must accept the scheme of testing fees.
  • The Terms and Conditions of Certificate must be acceptable to the company and the manufacturer to avail of FMCS Service.

FMCS- The Process to Apply

  • After registering the application process, the application is calibrated by the BIS Authority. In case of any queries, the applicant is communicated the same by phone or email.
  • Information about the visit of the BIS Officer is shared with the applicant. A time is scheduled for the same. While visiting, the officer focuses on the verification of manufacturing infrastructure and testing standards and will check some samples for independent testing.
  • The officer’s visit charges need to be paid by the applicant along with testing charges to the authority which paves the way for processing of the application.
  • The validity of the Certificate is one year which can be renewed for one more year.
